PMO Reporting and Programme Assurance

OCU Connect required improved visibility and control across a growing portfolio of infrastructure works. Axial supported the business in establishing a structured programme controls and assurance platform, integrating planning data, governance requirements, and digital reporting to provide consistent, trusted programme intelligence.

The Challenge

OCU Connect needed a scalable PMO reporting framework that could bring together programme information from multiple sources while maintaining consistency, auditability, and alignment with governance processes. Existing reporting lacked standardisation, making it difficult to provide clear executive oversight and assurance across the portfolio.

Designed and implemented a comprehensive programme controls and assurance framework, including standardised milestone and coding structures, logical network validation, and schedule assurance processes aligned to Primavera P6.

Transpennine Route Upgrade (TRU) W34

The Transpennine Route Upgrade (TRU) is a multi-billion-pound programme designed to transform rail connectivity across the North of England and represents the largest rail infrastructure investment outside of HS2. Amey Rail is responsible for delivery of the Rail Systems scope, including track and drainage works, route electrification incorporating overhead line equipment, traction power and low voltage systems, alongside ancillary civil engineering works required to support signalling and power infrastructure.

The Challenge

The scale and complexity of the Rail Systems programme required an innovative and coordinated approach to programme management and controls. Delivery activities were distributed across nine Entry into Service stages and three major delivery footprints, with project teams operating from multiple hubs including Manchester, Batley, Huddersfield and Leeds. Five delivery disciplines operated concurrently, each with differing construction methodologies, schedules and delivery volumes, creating significant challenges in maintaining programme alignment, access coordination and consistent reporting across geographically dispersed teams and stakeholders.

How Axial Helped

Deployed experienced Planning and Project Controls professionals, from Junior Planner through to Director level, to establish a high-performing, multi-disciplinary Planning and Controls function working alongside Amey and Alliance stakeholders.

Implemented a holistic Programme Management Office reporting suite using Power BI, providing real-time visibility of schedule performance, installation progress and resource capacity across the programme.

Introduced structured schedule, design and construction reporting protocols to improve data accuracy, consistency and stakeholder confidence in programme information.

Expanded the reporting environment to include health and safety, quality and environmental performance metrics alongside programme reporting.

Eastern and Southern Regional Partnerships

Following Amey’s appointment to Network Rail’s Regional Routes Partnership Frameworks, Axial was selected to establish a Programme Management Office (PMO) function and develop a scalable reporting environment to support portfolio delivery. The frameworks form part of Control Period 7 and include signalling equipment upgrades across the Eastern region and overhead line improvements throughout the Southern region, delivered through a series of discrete projects across geographically diverse locations.

The Challenge

At the outset of CP7, delivery volumes were expected to increase gradually, requiring a reporting and controls solution capable of scaling alongside programme growth. Programme management procedures and governance protocols needed to be established to ensure consistent data capture and reporting across multiple projects and delivery teams. In addition, the solution needed to support the upskilling of existing planning resources while providing a centralised information environment accessible to stakeholders across dispersed project locations, improving visibility of project and portfolio performance.

Engaged with key Amey stakeholders to define performance requirements and governance needs for the Project Controls and reporting system.

Developed a Schedule Management Plan (SMP) and programme architecture to establish consistent planning, reporting and performance measurement standards.
