Wigan to Bolton Electrification (W2B)

W2B is a £100m multi-disciplinary project aimed at improving rail journeys across the North West. The scope included 21 kilometres of new overhead electrification infrastructure with 414 new stanchions, six bridge reconstructions and one new footbridge, modifications to 17 bridges and two new level crossings, signalling and track upgrades, and platform extensions at Hindley, Westhoughton, and Ince stations.

The Challenge

Buckingham Group and Network Rail required expert support to manage construction integration, ensuring works were efficiently planned within the available access and successfully coordinated across multiple disciplines. The project presented a shifting access footprint, complex design interfaces, and required continuous adaptation, particularly during the transition of Principal Contractor duties from Buckingham to Kier. Axial was contracted to provide Planning and Controls expertise from Approval in Principle design through to Project Close Out.

Developed an integrated project programme, incorporating weekly updates in the Aphex construction planning tool.

Produced detailed access and possession strategies, including hour-by-hour plans for disruptive possessions and blockades.

Created construction staging schematics and reporting systems to monitor delivery volumes and track progress across multiple disciplines.

Supported the transition from Buckingham to Kier as Principal Contractor, ensuring continuity and alignment of programme and construction planning.

London to Corby Electrification (L2C)

The L2C project formed part of the Midland Main Line Electrification (MMLE), focused on electrifying the railway line from London to Corby to enable faster, greener journeys. Later phases expanded to bi-mode operations, increasing reach beyond Corby and improving capacity for East Midlands trains while reducing operational costs.

The Challenge

The £300m contract covered the electrification of 192km of single track, including over 2,300 foundations, 3,240 OLE structures, eight substations, approximately 900km of wiring (OLE, RSC, fibre, LV/HV), 38km of steelwork for OLE structures, and 350 design submissions. Coordinating construction across this complex scope required effective planning, integration, and access management to ensure efficient delivery and minimal disruption.

Provided planning and construction integration support from project inception in 2013 through to completion, including a pause and restart of works in 2015.

Delivered project planning, de-confliction, and project controls services, supporting subsequent MML projects including Key Output 1A, OLE 125, and Kettering to Wigston.

Chaired construction integration meetings, producing racecards, staging schematics, and planned vs actual volume tracking to feed into the project schedule.

Coordinated access planning to optimise resource utilisation and maximise efficiency across the London to Corby footprint.

Northwest Electrification Phases 4 and 5

The Northwest Electrification Programme was a £400m initiative to electrify over 350km of rail lines connecting Liverpool and Manchester. Phase 4 covered Manchester Victoria to Bolton, and Phase 5 covered Manchester Victoria to Stalybridge. The scope included new electrification, traction power, lineside civils, and electrification and plant works, delivered concurrently across both phases.

The Challenge

Axial was engaged to establish a Programme Management Organisation (PMO) supporting project planning, access and possession planning, construction integration, and de-confliction. The project presented particular challenges during the transition of Principal Contractor responsibilities from Carillion to Amey, requiring continuity of planning oversight and integration across all disciplines while managing complex access arrangements and shift reporting.

Developed bespoke planning and reporting tools, including racecards, staging schematics, GIS volume tracking, access plans, shift reporting, and TILOS integration, feeding into the master P6 schedule.

Provided a multi-disciplinary team including Planning and Controls Manager, Integration Manager, Construction, Possession, and Project Planners.

Coordinated access and possession planning to maximise efficiency across both phases, supporting safe and timely delivery.
