Programme Management Organisation (PMO)
Axial works with clients to define requirements and key performance indicators (KPIs) before developing Implementation Plans and governance protocols. We create interactive reporting suites that provide real-time visibility of project and framework health, enabling stakeholders to monitor progress, key milestones, and resource utilisation. Experienced PMO personnel integrate with client teams to manage the implementation and ongoing oversight of the function, ensuring consistent application of controls, reporting, and governance across projects and frameworks.

Planning Services Case Studies
Rail Systems Planning for the TRU West Programme
TRU is a multi-billion-pound railway programme designed to improve passenger connections across the North of England. It is the largest rail infrastructure project in the UK outside of HS2. Amey Rail is delivering all Rail Systems elements for the W1, W2A, and W34 schemes, including the design and construction of track and drainage, full-route electrification with overhead lines, traction power, and low voltage supply, as well as the installation of all ancillary civil assets to support signalling and signalling power systems.
The Challenge
Axial was initially engaged by Amey in 2021 to carry out peer reviews of Rail Systems elements during the bid stage of the W34 project, part of the wider Transpennine Route Upgrade (TRU) West Alliance. The Alliance includes Network Rail as the Owner Participant and Amey Rail, Amey Consulting, Bam, and Arup as Non-Owner Participants, with Siemens delivering signalling elements. Following the success of this initial engagement, Axial was tasked with providing the resources and processes to develop and manage all elements of Rail Systems Planning and Controls, covering a scope valued at approximately £800m.
